75th Street Wastewater Treatment Plant Upgrades

The city of Boulder needed to upgrade its 75th Street Wastewater Treatment Plant to meet federal requirements to reduce ammonia limits and increase overall plant capacity.
Garney Construction was awarded the upgrade contract, which included a series of improvements to the plant’s treatment systems and conversion of the secondary treatment process from a trickling filter/solids contact process to an activated sludge process.
The overall project involved retrofit of an existing influent pump station, three new activated sludge aeration basins, a new blower building and a new secondary clarifier. Other project work included demolition of some existing facilities to accommodate new construction; miscellaneous site piping, grading and landscaping; and upgrades to the electrical, instrumentation and control systems.
A year after starting work on the $28.1-million upgrade, the city expanded Garney’s workload by awarding a $9.8-million contract for a dewatering improvements project. The additional work improved the plant’s solids treatment process by dewatering solids generated by the new activated sludge process.
The improvements included modifications to the existing sludge process building and construction of a new three-story solids dewatering building to house three centrifuges, three 45-ft biosolids cake storage system and a new centrate handling system.
Construction challenges centered on maintaining permit compliance. One instance illustrating this was updating the existing secondary pump station while maintaining enough pumping capacity to keep up with plant influent.
To maintain pumping capacity, one pump at a time was removed and sent to the manufacturer for rebuilding. At times, bypass pumping and backup pumping was required.
Garney crews worked closely with Brown & Caldwell and the city of Boulder to complete the work on schedule, all the while maintaining the plant’s pumping capacity.
