CAPA Expands Board of Directors

The Colorado Asphalt Pavement Association Board of Directors has been expanded, and several additional producer companies are now represented on the CAPA Board.The new members are:

    DPS Receives Community Advocate Award From HCC

    The Hispanic Contractors of Colorado has selected Denver Public Schools Facility Management as the recipient of its Community Advocate of the Year Award - in particular, Mike Langley, executive director and Sharon Gonzales, HUBs coordinator.
    The award recognizes individuals, public or private companies, or government entities that exemplify advocacy.

    DPS Facility Management, working with the Historically Underutilized Businesses Council, has achieved participation levels that HCC challenges other public entities throughout the state to emulate. HCC also commended the DPS Board of Education and Superintendent Jerry Wartgow for supporting DPS Facility Management's efforts.


    Supreme Court Rules Against ABC in Free Speech Case

    On Dec. 10, the U.S. Supreme Court upheld campaign finance reform legislation that bans certain political free speech activities by the Associated Builders and Contractors and its members.

    In a sharply divided 5-4 ruling, the court upheld the Bipartisan Campaign Reform Act, a measure introduced in 2002 by Senators John McCain (R-Ariz.) and Russ Feingold (D-Wis.) that prohibits corporations and groups such as ABC from broadcasting educational advertisements that mention elected officials in the weeks before a federal election.

    Under this ruling, ABC's Free Enterprise Alliance will not be able to broadcast legislative issue advertising within 60 days of a general election or 30 days of a primary election that mentions federal office holders, even if a critical vote is before Congress during that time.

    While ABC supports certain aspects of campaign finance reform - such as full and prompt reporting of political donations and "Beck" paycheck protections - ABC opposed aspects of the McCain-Feingold bill that it said restricted First Amendment rights.
