ASA Issues Report Card on State's Public Policies

Colorado public policies fail to address the needs and concerns of subcontractors and suppliers, according to a national report released this fall by the American Subcontractors Association.

The state received an overall "F" on a report card grading its public policies and ranked 46th out all 50 states and the District of Columbia for its total policy environment for subcontractors.

ASA National President Mat Glover said Colorado's dismal ranking wasn't a shock.

"It disappointed me, certainly, but it didn't surprise me because we deal with it every day," said Glover, co-founder of Glover Masonry Associates in Arvada.

Colorado also received an "F" in all seven categories of public policy that ASA examined to formulate the state's overall grade - laws and court decisions on prompt payment, retainage, pay-if-paid clauses, bid shopping, anti-indemnity and "additional insured" endorsements, payment bonds and mechanics' liens.

ASA of Colorado will lead an effort to make legislators and political leaders aware of the problems that make Colorado a failing state for subcontractors and suppliers, Barber said.
