Ritter Signs Risk Transfer Bill/Wolf Law Building Earns USGBC Gold/AIA Names 2007 YAAG Honorees

Construction contractual risk transfer will be against the law in Colorado beginning July 1.
Colorado Gov. Bill Ritter signed SB07-087 into law on April 11. The bill prohibits the practice of shifting financial responsibility for negligence to another party in construction agreements.
SB07-087’s passage this spring marks the third consecutive year the Colorado Legislature has passed a pro rata liability bill with bipartisan support. The measure was vetoed by former Gov. Bill Owens in 2005 and 2006. This legislative session marks the fourth year that the Colorado Construction Reform Coalition argued in support of pro rata liability.
Members of the Colorado Construction Reform Coalition include the American Subcontractors Association of Colorado, American Council of Engineering Companies of Colorado, Architectural Woodworking Institute, Associated Wall and Ceiling Industries, Colorado Glazing Contractors Association, Colorado Roofing Association, Independent Electrical Contractors-Southern Chapter, Mechanical Contractors Association, National Electrical Contractors Association, Painting and Decorating Contractors Association of Colorado, Plumbing and Heating Contractors of Colorado, Sheet Metal Contractors Coalition, Sheet Metal and Air Conditioning National Association, Professional Independent Insurance Agents of Colorado, Rocky Mountain Masonry Institute, Residential Air Conditioning Association and the Rocky Mountain Steel Construction Association.
CU Honors Engineering Alumni and Teacher
The University of Colorado at Boulder honored four of its distinguished engineering alumni along with a retired faculty member at its 42nd annual engineering awards banquet on April 20.
Recipients of the 2007 Distinguished Engineering Alumni Award in the industry and commerce category were Scott Donnelly, president and chief executive officer of GE Aviation; and Pamela Drew, vice president and general manager of Boeing’s Integrated Defense and Security Solutions.
Adam Beguelin, vice president of AOL Video, received the award for research and invention; and James Harris, a consulting structural engineer based in Denver, received the award for private practice.
Evi Nemeth, who retired from CU-Boulder as an associate professor of computer science in 2001, received a special award.
USGBC Awards LEED Gold to CU’s Wolf Law Building
The U.S. Green Building Council has awarded the Wolf Law Building on the University of Colorado at Boulder campus a LEED-gold certification, one of its highest ratings for green building design.
David Getches, dean of the University of Colorado Law School, says it was the first publicly supported law school in the nation to “get gold.”
The $46-million, 180,000-sq-ft facility features high-efficiency lighting, CO2 monitoring, low-flow water fixtures, waterless urinals, a high-efficiency cooling system and central steam heat. During construction, 91% of the materials from demolition and construction were recycled. The school also is powered by 100% renewable energy through wind-energy credits.
AIA Colorado Honors 14 at 2007 YAAG
The American Institute of Architects’ Colorado component recognized 14 architectural designers and young architects during its annual Young Architects Awards Gala April 13 in Denver.
This year’s 65 entries were judged by a jury of architects and community leaders, chaired by Mark Gelernter, Ph.D., Assoc. AIA, dean of the College of Architecture and Planning at University of Colorado at Denver. Award winners and honorable mentions were:

RMAEC Among Honorees at 14th Annual JEC Awards
The Jefferson Economic Council recently honored leading businesses in Jefferson County that experienced significant growth in 2006.
Honorees included the Rocky Mountain Asphalt Education Center, which was recognized for implementing a work-force training program for at-risk teens.
The program was emceed by Jeff Keller of Asphalt Paving Co., JEC’s 2007 board chairman; and Esther Kettering of Fuller Real Estate, a JEC investor.
Aspen’s Burlingame Ranch Picked for NREL Testing
The city of Aspen’s Burlingame Ranch affordable housing project was selected as a test monitoring site by the U.S. Department of Energy’s Golden-based National Renewable Energy Laboratory.
The decision fulfills a major goal of the city and the development and design-build team of Shaw/Poss/DHM, which designed and built the project to be a model of energy efficiency.
Because the project has such high efficiency standards and represents an early effort in cold climate multifamily development, NREL will conduct long-term tests on one of the buildings in an effort to assess the effectiveness of Burlingame’s energy-efficiency techniques. The findings will be used to improve subsequent construction phases and projects in Aspen and elsewhere.
Burlingame was constructed according to Building America Standards, a private/public partnership that develops energy solutions for new and existing homes.
